305-324-3301 The A/E shall provide all tools, material and labor to
develop construction drawings, specifications and cost estimate for
replacement of existing air handler system at the Department of
Veterans Affairs Medical Center, 1201 NW 16th Street, Miami, Fl 33125.
This project will replace the existing air handling systems that
presently provides outside air for all of the exterior rooms on the 4th
through 12th floors of Building One of this Medical Center. The present
air handling system consists of a primary (outside) air handler being
supplemented by a total energy heat wheel that exchanges heat between
the existing independent exhaust system. The new system will consist of
a variable air volume air handler serving about 513 VAV terminal units.
Included with this system will be: ductwork, duct insulation, replacing
the existing steam to heating water heat exchanger resized to
accommodate to the new VAV system, heating hot water piping pipe
insulation and all of the control elements necessary to provide system
responses to temperature and pressure variations in the space being
served. Designs shall incorporate all electrical, mechanical,
structural and architectural components necessary to provide for a
complete functional system. Designs shall be in accordance with all
applicable requirements of JAAHO, CAP, ADA, NFPA, EPA, OSHA, National
Plumbing Code, National Electric Code, ASHRAE, National Safety Code, VA
Specifications, VA Standard Details, VA Construction Standards, VA
Space Planning Criteria H-08-9 and applicable local, state and federal
regulations. Construction cost range is between $1,000,000 and
$5,000,000. Requirement: A/E firm is required to be knowledgeable and
have experience in the health care facilities field, have designed
similar renovations within the last three (3) years, and be familiar
with the VA design criteria. Selection of the A/E firm will be based on
the evaluation factors listed below in descending order of priority.
(1) Past Performance on contracts with government agencies in terms of
quality of work, compliance with performance schedules, and
cooperation with Facilities Manager efforts in cost estimating, value
engineering preparation of bid packages,(2) Experience and
Qualifications of Proposed Key Personnel including specialized
technical skills, project management skills, and experience in working
together as team,(3)Cost Control, present recent projects to
demonstrate ability to meet project cost target and any additional
constructions costs caused by design deficiencies. What cost control
techniques are recommended for this project,(4)Estimating
capabilities,(5) Specialized Experience and Technical Competence in the
type of services required,(6) Present Proposed Team Approach,(7)
Computer Assisted Design Capability and Capacity,(8) Capacity to
accomplish the work in the required time,(9) Availability of additional
personnel or consultants to suport expansion or acceleration of the
project,(10) Awards, circumstances, and outcome of any ligation
involved within the last five yearsand type of amount of liability
insurance and(11) Location and Facilities of Working Office. Qualified
and interested firms are to submit two (2) copies each of SF 254, A/E
and Related Services Questionnaire and SF 255, A/E and Related
Questionnaire for Specific Project, to this office by close of business
September 24, 1998, 4:00 P.M. local time. Award is based on
