Center (NAIC), Wright-Patterson AFB, Ohio is contemplating a five year
time and materials contract to provide NAIC with analysis and
exploitation of Electronic Intelligence (ELINT), Foreign
Instrumentation Signals (FIS), Digital Command, Control, and
Communication (C3) information, Electronic Countermeasures (ECM), and
selected hardware and electronic circuits of foreign aerodynamic,
ballistic, and space launch vehicles. This is to include the
development and maintenance of hardware and software to support NAIC's
exploitations in these areas. Potential sources must provide in their
response the following: 1. Evidence of experience in the following:
(a). Foreign ballistic missiles, space launch vehicles, aerodynamic
weapons, spacecraft, radars, and other electronic instruments requiring
cross analysis of data from multiple sources; (b). Foreign hardware and
electronic circuit analysis; and (c). Involvement in TEBAC, PAR, and
PROFORMA exchange forums; 2. A listing of intelligence holdings and
types of intelligence materials they have worked with, to include any
engineering data processing equipment or software used to process the
intelligence material; 3. Evidence of the ability to obtain TOP
SECRET/SCI security clearances for both personnel and facilities in
accordance with the Industrial Security Manual (DOD 5220.22M) by the
contract award date (TBD); 4. Evidence of TEMPEST capability. All
responses will be evaluated against the criteria listed in this
announcement. Responses shall be ten pages or less. Foreign contract
participation is not authorized. Potential sources are requested to
submit their responses within 30 days from the date of publication of
this synopsis. All respondents must indicate whether they are large or
small business in relation to SIC Code 8711, standard $25M. The
Government reserves the option to set this acquisition aside for small
business. An Ombudsman has been establishe for this acquisition. The
only purpose of the Ombudsman is to receive and communicate serious
concerns from potential offerors, when an offeror prefers not to use
established channels to communicate concerns during the proposal
development stage of this acquisition. Potential offerors should use
established channels to request information, pose questions, and voice
concerns before resorting to the Ombudsman. Potential offerors are
