The U.S. Fish and Wildlife Service has a requirement for reliable
national harvest estimates for migratory birds other than waterfowl.
Harvest estimates, together with estimates of breeding populations,
survival, and harvest rates, are needed to ensure appropriate harvest
management and sound stewardship of these resources. Under the national
Migratory Bird Harvest Information Program, States are to provide a
sample frame by collecting the names and addresses of all licensed
migratory bird hunters. The responsibilities of the States and the
Service were detailed in the Final Rule published in the Federal
Register on October 21, 1994. The following inforamtion is to be
collected in each of the respective states that are a part of this
announcement: name, address, birth date, which migratory bird species
he/she hunted during the previous year, and the number (0, 1-10, 11-30,
or >30) of each of the species + bagged during the previous year.
Preliminary counts are to be provided by April 30, 1999 and a final
count by April 15, 2000. The following state agencies have exclusive
authority to licenses persons and therefore, are the only organizations
capable of acquiring this data: The Louisiana Department of Wildlife
and Fisheries; The Virginia Department of Game and Inland Fisheries;
and The Wisconsin Department of Natural Resources. See Note 22. Posted
