This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ No. 53SBNB860147) using simplified acquisition procedures. The solicitation clauses and provisions are those in effect through Federal Acquisition Circular 97-04. This requirement is a total small business set aside under SIC 3873 and the related small business size standard is 500 employees. The National Institute of Standards and Technology's (NIST) has a requirement for FARADAY, Inc. Secondary Clocks. This is a BRAND NAME REQUIREMENT. These secondary clocks manufactured by FARADAY, Inc. are specifically designed for compatibility with the FARADAY 1460 Series Time Programmer system which NIST currently has in operation. The Contract Line Item Numbers (CLIN), quantities, and unit issue are as follows: CLIN 0001, FARADAY Model 2311BB-12 12" Round Surface Clock with Male Plug. Color: DAWN MIST, Quantity: 390 each. Technical description is as follows: The 2300 series synchronous corrective secondary clock -- which use the Faraday 58th minute movement will be used with the 1460 Series Master Time Programmer to provide continuous accurate time indication. The secondary clocks shall be in round metal cases with bold, black numerals and minute markers on a white dial. The case shall be finished in the color: DAWN MIST. The clock must have a male plug. The clock must be surface mounted and 12" in size. The contractor shall deliver line item 0001 FOB DESTINATION, thirty (30) days after contract award at NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899. The provisions at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors in descending order of importance shall be used to evaluate offers: 1) Technical -- (Offers must be for FARADAY brand clock as specified above) and 2) Ability to meet thirty (30) day delivery schedule.
