Hurlburt Field intends to negotiate on a sole source basis the acquisition of ten (10)EVD-3000 portable, handheld explosive detection kits from SCINTREX Security Systems, 10816 East Newton Street, Suite 110, Tulsa, Oklahoma 74116 under the authority of FAR 6.302-1 and 10 USC 2304(c)(1) based on only one known source for this product. The Government requires explosive detection devices that are capable of detecting plastic explosives and high vapor pressure explosives. The units must be portable and lightweight (less than 10 pounds). They must have a source that is neither radioactive nor external gas. They must be ready to scan within one minute and typically provide a response within 30 seconds. They must have a low false alarm rate and typically return an analysis within 30 seconds. This requirement will be purchased under FAR Part 12 -- Acquisition of Commercial Items. A commercial item is defined as any item, other than real property, that is of a type customarily used for non-governmental purposes and that has been sold, leased, or licensed to the general public. No solicitation package will be issued. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit an offer, which will be considered. Award will not be made on the basis of responses to this synopsis. Inquiries concerning this synopsis must be in writing and may be faxed to (850) 884-5372.
