maria.martin@fema.gov. This is a combined synopsis/solicitation for
purchase of three (3) Lantech Model Q300 stretch wrapping machine or
approved equal in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotes are being
requested and a written solicitation will not be issued. The
solicitation number is EMV-1998-RQ-0066. The solicitation is issued as
a Request for Quotes (RFQ). The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-05. This procurement is a small business set-aside. The
SIC Code applicable to this RFQ is 5084. The small business size
standard is 500 employees. The Federal Emergency Management Agency
proposes to procure Item 001: three (3) Lantech Model Q300 stretch
wrapping machines or equal. SPECIFICATIONS: (1) Performance Criteria:
production speed based on 80"load height; 2 film layers and 12
revolutions, 25-35 load/hour; maximum load size 52"Lx52"Wx80"H; minimum
load size 30"Lx30"Wx30"H; maximum load weight; 4000lbs. (2) Film
Delivery System: Power Roller Stretch Film delivery system, 200%
stretch standard, 100-300% stretch available; film compatibility-all
commercial stretch films; wrapping force-electronically controlled with
reduced wrapping force at start; film capacity-10" roll diameter,
20"wide; auto film cut-off (optional); E-Z thread roll carriage; roll
carriage lift-belt driven 1/5 HP, TEFC Motor (DC). (3) Load Handling
System: Turntable Drive 3/4 HP TEFC Motor; turntable speed 1-12 RPM;
Turntable size 65" diameter; Turntable construction 1/4" diamond steel
plate; turntable bearing support 48" diameter. (4) Frame Construction:
Base fabrication 1/2" forted steel base, upright construction
structural and tubing with cross member reinforcement, shielding high
impact ABS. (5) Electrical Data: voltage 115 volt, 20 amp; standard
microcontroller. Item 002: Installation/training. DELIVERY
REQUIREMENTS: One machine shall be delivered to FEMA Territory
Logistics Center- East, 4991 N 18th St., Bldg. 607 Fort Gillem, Forest
Park, Georgia, 30297; one machine shall be delivered to FEMA Territory
Logistics Center -- Central, Fort Worth Federal Center, 4900 Hemphill
Street, Warehouse #1 Section "M", Ft. Worth, TX 76115; one machine
shall be delivered to FEMA Territory Logistics Center West, NASA Ames
Research Center; Bldg. 144 Door #7; Moffett Field, CA 94035. Contractor
to provide best delivery schedule. If quoting on other than Lantech
Q300, please provide manufacturer's name and model number of proposed
product. In addition provide descriptive literature of the product
being offered in order for the Government to determine if the offered
product meets the Government minimum requirements. Failure to provide
descriptive literature for proposed product will result in your offer
not being considered. EVALUATION INFORMATION: The Government will award
a contract resulting from this solicitation to the responsible offeror
whose quote conforming to the solicitation will be most advantageous
to the Government, price and other factors considered. Contractor must
meet all the requirements detailed within this solicitation. Price is
of greater importance when compared to technical. Proposal Preparation
Instructions: The provision at 52.212-1, Instructions to Offerors --
Commercial, applies to this acquisition. Offerors shall provide a firm
fixed-price for Items 001 and 002. Shipping charges if any shall be
added to the quote price as a separate item. Only one award will result
from this solicitation. Successful contractor must meet all the
responsibility requirements of Subpart 9.1 of the Federal Acquisition
Regulation (FAR). A written notice of award or acceptance of quote,
mailed or otherwise furnished to the successful offeror, shall result
in a binding contract without further action by either party. Offerors
are to include a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications-Commercial Items, with its
