The U. S. Secret Service has a 100% Small Business Setaside requirement
for on-call interpreter(s) for hearing imparied employees. The
associated SIC Code is 7389; and the small business standard is $5.0
million over the last three (3) years. Interpreter(s) must be
Qualified*/Certified members in good standing of the Registry of
Interpreters for the Deaf (RID). Interpreter(s) must have knowledge of
American Sign Language (ASL), manually coded English and Pidgin Signed
English)(PSE). Interpreter(s) must also have obtained education from an
Interpreter Training Program (ITP) and have at least three (3) years of
interpreting experience. Interpreting services shall be provided
Tuesdays and Thursday for 8 hours each day. Emergency or urgent
services (less than a 48 hour business day notice) shall be provided on
an as needed basis. USSS will provide necessary equipment and supplies
needed for performance of duties to include: an office with a desk, a
telephone to include Voice/TTY answering machines and access to
E-Mail. The interpreter must have, or be willing to be investigated for
a Top Secret security clearance. Interpreter(s) parking spaces are not
provided. Local travel, within the Washington, D.C. metropolitan area,
shall be the responsibility of the contractor. Additional
specifications are included in Statement of Work. A firm-fixed price
contract is anticipated for the 12-month performance period October 1,
1998 through September 30, 1999. RFQ 98-Q-76 will be issued as a
request for quotation. All responsible, small business, sources may
submit a bid which shall be considered by the USSS. Requests for a copy
of RFQ 98-Q-76 shall be faxed to the attention of Renea Morton prior to
August 27, 1998. Bids shall be submitted not later than 3:00 P.M.,
local time, September 8, 1998. The Government will award a
contract/purchase order resulting from this request for quotation to
the responsible bidder whose bid, conforming to the qualifications,
represents the best value to the Government, price andother factors
considered. A panel interview will be held with prospective bidders
whose offer is determined to be in a competitive range for award. See
