R -- BENEFIT CONSULTANT FOR ADMINISTRATIVE OFFICE OF THE UNITED STATES COURTS SOL OXBHRDX-98-030 DUE 091198 POC Lisa McDonald, 202-273-1468 The Judicial Resources Committee of the Judicial Conference approved a proposal by the Director of the Administrative Office of the United States Courts that a benefit consultant be retained to evaluate the benefits package showed a need for improvement in our communications concerning present federal benefits and a benefits gap in relation to other similarly situated organizations. Gaps in communications were most prevalent in the area of health care purchasing decisions. A health benefits quality index was completed in 1998 for comparing the benefits of the federal health plans, which rated their clinical quality of care, administrative effectiveness, cost comparison, and organizational stability. This index is required to be updated for the FEHB open season for FY 1999. A survey of judiciary officers and employees showed that the lack of a long term care benefit was of great immediate concern to them. In March 1998, the Judicial Conference approved the recommendation to provide an employee-pay-all long-term care benefits plan to judiciary officers and employees. Therefore, it will be the cornerstone of the Administrative Office's supplemental benefit program. The purpose of this contract is to provide the services necessary to develop and implement a long term care program and to expand the quality index for the FY 1999 FEHB open season.
