jmilleret@doleta.gov. Requests for proposals (RFPs) for the continued
operation of the Quentin N. Burdick Job Corps Center located at 1500
University Avenue West, Minot, North Dakota 58703, will be available
approximately September 8, 1998, for issue in response to written
requests. It is anticipated that the resultant contract will cover the
period May 1, 1999 through April 30, 2001, plus three performance
based options of one year each. The Center design capacity is 250
students (120 residential males and 120 residential females; 5
non-residential males and 5 non-residential females). Included in the
female design capacity is a Single Parent Program to accommodate 24
single parents. The Center also has a Child Development Care Program to
accommodate approximately 28 children living on the premises with their
parent. Job Corps is a residential training program for economically
disadvantaged youth, between the ages of 16-24. The contractor shall
provide academic and vocational training; operate a counseling and
residential living program and provide the following support services:
Health Services, Processing of Student Records, Discipline System,
Clothing Issue, Mail Services and Legal Services. The contractor will
also provide overall center management and administration, staff
training, financial management, procurement and property management,
financial operations and maintenance, security and safety services,
community relations and public information. All activities will be in
compliance with applicable DOL/Job Corps regulations, policies and
handbooks. A pre-proposal conference will be convened at 8:30 a.m. on
Wednesday, September 16, 1998, at the Best Western International Inn
located at 1505 North Broadway, Minot, North Dakota 58702, phone number
(701) 852-3161. Following the pre-proposal conference, there will be a
tour of the facility. Upon entering the facility, tour participants
must report and register at the front entrance lobby. Attendees will be
responsible for their own transportation. All questions prior to the
pre-proposal conference should be submitted in writing. Proposals in
response to this RFP will be due no later than 2:00 p.m. central time
on November 9, 1998, at the following address: USDOL/Office of Job
