This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR, Subpart 12.6, as supplemented with additional information included in this notice. This notice constitutes the only Request for Proposal. A written Request for Proposal will not be issued. The request for proposal document and contract incorporated provisions and clauses are in effect through Federal Acquisition Circular 90-44. The SIC code is 1711. The Television-Audio Support Agency intends to procure the customization and upgrading of the air handling unit controls of the existing Heating, Venting and Air Conditioning (HVAC) System for AFRTS-BC, 1363 Z Street, Bldg 2730, March ARB CA 92518. All the equipment is manufactured by, and under an extended warranty with, York International, until after the year 2000. All proprietary rights are held by York International. The contractorwill provide monthly preventive maintenance servicing, checks and adjustments, as well as in-house training after completion of upgrade. All changes must be compatible with the existing York ISN EDC-36 control system, allowing the government to maintain the warranty as it exists. Clauses 52.212-4, "Contract Terms and Conditions -- Commercial Items," and Clause 52.212-5, "Contract Terms and Conditions Required to Implement Statues or Executive Orders -- Commercial Items," applies to this acquisition. In compliance with the said clauses, the following additional clauses apply, 52.222-26 "Equal Opportunity" 52.222-35, "Affirmative Action for Special Disabled and Vietnam Era Veterans," 52.222-36, "Affirmative Action for Vietnam Era Veterans," 52.222-37, "Employment Reports on Special European Union Sanction for End Products."
