Operations Office of the Department of Energy plans to issue a sole
source acquisition for the purpose of obtaining the unique capability,
and expert services of the University of Missouri Research Reactor
(MURR) for storage and surveillance of mixed transuranic waste (MTRU)
at their reactor building. DOE is responsible for the disposal of the
MTRU waste from the TRUMP-S experiments at MURR. The current plan is to
dispose of the MURR MTRU waste at the DOE's Waste Isolation Pilot Plant
(WIPP). The MURR MTRU waste must be certified as having met the WIPP
Waste Acceptance Criteria (WAC) in order for it to be disposed at WIPP.
MURR does not have the capability to certify the waste for WIPP, so the
waste will need to be certified by either a mobile unit, or by another
approved DOE site. Until DOE can identify a site where the waste can
be sent for certification, or until DOE can arrange for and complete
on-site certification at MURR using an approved mobile unit, the MURR
MTRU waste needs to be stored at MURR. MURR has a RCRA permit from the
State of Missouri Department of Natural Resources for the indefinite
storage of this waste, and has the safety, health, and waste handling
expertise to store the waste correctly. The SOW would require MURR to:
(1) store mixed transuranic waste (MTRU) at MURR; (2) store MTRU from
the TRUMP-S program at MURR per the State of Missouri Department of
Natural Resources RCRA permit; (3) store the MTRU for four years or
until DOE provides future direction on the handling of the MTRU; (4)
conduct surveillance of MTRU waste; (5) report on the MTRU; and (6)
provide the equipment, waste handling personnel, and safety and health
support, load and transport containers, and provide other support as
required for the transport of the waste to the site designated by DOE.
The work proposed herein is expected to start in September 1998 and
