The DC Child and Family Services Agency (CFSA) under control of the LaShawn General Receiver (US Courts) is soliciting proposals from qualified IT Contractors for installation and implementation of a Statewide Automated Child Welfare Information System (SACWIS) in the District of Columbia. This request is designed for an open market solicitation. The District's SACWIS initiative will be identified as the Child Welfare Information System (CWIS). CWIS must provide access to essential information for use by CFSA to provide and/or support the delivery of services to foster care children and their families. The system must permit CFSA to interface with all other identified Agency systems and be Y2K compliant. The Agency has determined that the most efficient and cost effective solution would be for an Application Contractor to acquire an existing SACWIS system and modify it to meet the Agency's CWIS requirements. This solicitation defines CFSA's organization, the scope of work, and the general system requirements that will enable an Application Contractor to complete the transfer, customization, and installation of an existing compatible system to meet CWIS requirements. Although price will be a major consideration, the award will be made to the Offeror who can demonstrate that their proposal represents the best value to the Agency. The Application Contractor will be responsible for modifying existing modules within the transfer system and/or developing new modules required to meet all of the functional and technical requirements identified in the solicitation.
