The Immigration and Naturalization Service is required to develop an
automated entry and exit system that will: (1) collect a record of
departure for every alien departing the United States and match the
records of departure with the record of the alien's arrival in the
United States; and (2) enable the Service to identify, through on-line
searching procedures, lawfully admitted non-immigrants who remain in
the United States beyond their authorized period of stay. Although the
Service has reviewed a variety of different types of automated
technologies to comply with this requirement (i.e. radio frequency
tags, cards embedded with information that are machine readable, and
equipment that will automatically produce arrival and departure
documents), we want to make sure we have not overlooked any automated
technology available in the marketplace. It is anticipated that there
will be over 270 million aliens arriving in the United States during
fiscal year 1999, with an expected increase of 4% each yearthereafter.
Once the alien leaves the United States the record will be updated to
reflect the alien's departure. If there is no departure record to
match the arrival record, the Service will presume that the alien has
illegally remained in the United States beyond his or her authorized
stay. This automated system must: (1) be able to store a very large
volume of records; (2) have the capability to match the records of
departure with the record of the alien's arrival in the United States;
(3) allow for the automated capture of information when the alien
arrives and departs from the United States; (4) be easy to read and
update; (5) have on-line search capability and be accessible from
remote locations; and (6) have the capability to provide for the
generation of specific types of reports. We want to make sure we have
not overlooked any automated technology available in the marketplace.
Accordingly, we are requesting that those companies in the technology
field, who feel that their product can help the Servicein developing an
automated entry and exit control system, to please let us know.. This
notice shall not be construed as an RFQ or obligate the Government to
pay for any information that is submitted or costs that is associated
with proposal preparation. Firms should include all relevant
information regarding past projects designed which are similar in type

with your information. Respondents who can provide information should
