intends to enter into sole source negotiations with Make Systems, Inc.,
Mountain View, CA, for support for the development and maintenance of
topology design and analysis tools for both ATM (and emerging
technology)-based and existing IP router-based networks. The tools for
ATM-based networks are currently under development and will be
delivered to DISA as a series of software releases of a COTS tool
called NETMAKER. The tools for IP router-based networks have been
included as part of NETMAKER's suite of tools. DISA's requirement is to
further develop and apply NETMAKER to produce designs that satisfy
traffic-carrying performance requirements and survivability/reliability
requirements (e.g., fault tolerance, assured levels of node
connectivity, diameter, average hop count, cell delay, cell loss) of
DISN customers at near-minimum cost for both legacy (e.g., IP
router-based) and future technology-based (e.g., ATM-based) DISN
networks. A four year support contract (base year and three one-year
options) is expected to be awarded during the first quarter of FY99.
The award will be made by authority of 10 U.S.C. 2304(c)(1); Make
Systems is the only company in a position to provide the necessary
support to the Government. Solicitation DCA100-98-R-0304 will be issued
