Standards and Technology's (NIST's) Materials Science and Engineering
Laboratory intends to purchase, on a sole-source basis under the
authority of 41 USC 253(c)(1), General Area Detector Diffraction System
(GAADS) Software for Windows NT from Bruker AXS, 19 Hartford Lane,
Newtown, PA 18940. This software is an upgrade to an existing software
package which is already installed on the equipment. This software is
specially designed to operate and analyze data from an existing Bruker
AXS low angle x-ray diffractrometer and must be purchased from the
original manufacturer to ensure exact compatibility. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; a quotation is being requested from Bruker AXS and
a written solicitation will not be issued. This solicitation number
53SBNB860139 is issuedas a request for quotation (RFQ) using simplified
acquisition procedures. The SIC Code applicable to this acquisition is
3844 and the related size standard is 500 employees, however, this
requirement is unrestricted. Incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-04. The
Contract Line Item Numbers (CLINs), Items, and Quantities are as
follows: CLIN 0001; General Area Detector Diffraction System (GAADS)
Software for Windows NT; 1 each. The technical requirements of the
software are as follows: 1) Frame buffer software for data collection,
display, and reduction; 2) Real-time data collection with color
display; 3) Multi-tasking environment permitting simultaneous data
processing during data collection. Applications shall include: 1)
Integrating two-dimensional data into linear data for processing as
conventional powder data without preferred orientation effects; 2) Pole
figure data collection and processing using conic integration at 20
yielding versus X versus 0 pole figure plots in three dimension; 3)
Hermans-Stein and White Spruiell orientation indices calculated from
pole figures of fibers and films; 4) Percent crystallinity for polymers
using two-dimensional deconvolution of crystalline and non-crystalline
scattering; 5) Peak fitting to determine peak position, intensity and
width; 6) Output in various formats including: a) DIFFRACplus, DIFFRAC
AT, DIFFRAC 5000, ASCII, TEX AT, AND popLA. Shall be designed to run
under the Microsoft Windows NT operating system on a single PC
workstation. Also included shall be: 1) ASTRO Area Detector Strategy
Organizer Software; 2) Small Angle X-ray Scattering Software; 3)
DIFFRACplus Evaluation; 4) DIFFRACplus Search; and DIFFRACplus Profile.
Price shall be inclusive of delivery, installation and one year labor
and parts warranty. It is desired that the software be delivered and
installed no later than 90 days from contract award date, it is
required that the software be delivered and installed no later than 150
days from contract award date. The provisions at 52.212-1, Instructions
to Offerors-Commercial Items, applies to this acquisition The clause at
52.212-4, Contract Terms and Conditions-Commercial Items applies to
this acquisition. The clause at 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items,
applies to this acquisition, including subparagraphs (6) 52.222-26, (7)
52.222-35, (8) 52.222-36, (9) 52.222-37, (15) 52.225-21, and Department
of Commerce Agency-Level Protest Procedures Level Above the Contracting
Officer, which can be downloaded from the NIST Web Page located at
http://www.nist.gov/admin/od/contract/protest.htm. Bruker AXS shall
submit the following: 1) Three (3) copies of quotation which addresses
CLIN 0001; 2) Technical description and/or product literature; 3)
Description of commercial warranty; 4) Two (2) copies of the most
recent published price list(s); 5) A completed copy of the provision at
52.212-3, Offeror Representations and Certifications-Commercial Items
which may be downloaded from

sent to the National Institute of Standards and Technology, Acquisition
and Assistance Division, Attn: Teresa A. Reefe, Building 301, Room
B117, Gaithersburg, MD 20899-0001. For information, call the POC
identified above. Submission must be received by 3:00 p.m. Eastern Time
August 27, 1998. A faxed offer will be accepted. Interested persons may
identify their interest and capability to respond to the requirement or
submit quotes. This notice of intent is not a request for competitive
quotes. However, all quotes received by August 27, 1998 will be
considered by the Government. A determination by the Government not to
compete this proposed purchase order based upon responses to this
notice is solely within the discretion of the Contracting Officer.
