combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation. A quote is being requested and a
written solicitation will not be issued. Solicitation N61339-98-Q-0849
is hereby issued as a request for quotation and incorporates the
provisions and clauses in effect through Federal Acquisition Circular
97-06. This solicitation shall be awarded on a sole source basis to
Jason Associates Corporation, 12159 South Business Park Drive, Suite
100, Draper. UT 84020. The SIC Code is 3699 with size standard of 500
employees. The following items are required: CLIN 0001, Self-contained,
Transportable Device which Accurately Models the Controls and
Performance of a Generic Twin X-Drive Propelled Vessel, Qty 8 each.
CLIN 0002, Modification #2 Portable Z-Trainer, a Self-contained,
Transportable Device which Accurately Models the controls and
Performance of a Generic Twin Z-Drive Propelled Vessel, Qty 1 each.
CLIN 0003 Option to obtain additional Portable Trainer System up to 12
months after initial purchase order, Qty 10 ea. CLIN 0004 Option to
obtain additional Portable Trainer System up to 12 months after initial
purchase order, Qty 10 ea. Delivery shall be FOB Destination and
delivered within 90 days after contract award. STATEMENT OF WORK FOR
PORTABLE Z-DRIVE TRAINER MODIFICATIONS. 1. Scope. The contractor shall
modify one portable Z-Drive training device model PT-Z-047-1. The
modification shall be Collision Contact, Video Output Port, Heads-Up
Map Display, Knot Current Contact, Throttle Screen Cover, Selective
Heading Hold, Narrow Channel/Lock Maneuvering, and Window. The trainer
shall be delivered to and utilized by the United States Coast Guard
Primary Crew Assembly Facility (PCAF) in Marinette, Wisconsin. Delivery
shall include an updated Owners Manual, which shall address operation
and controls of the existing and new features, user programmable
features and maintenance requirements. 2. Applicable Documents. None.
3. Requirements. 3.1 Collision Contact. Implement a software switch and
the appropriate logic to provide visual indications of location and
magnitude on the ship hull associated with a collision. 3.2 Video
Output Port. Implement a hardware port and switch to allow connection
of a video projector to the trainer. 3.3 Heads-Up Map Display. Add
software switch and the appropriate logic to allow the ship to remain
in the center of the map and have the gaming world revolve around the
ship. Initial orientation of the ship would be pointed up. 3.4 Knot
Current. Add a current of knot. 3.5 Throttle Screen Cover. Upgrade the
trainer so that the lid can not be closed until the throttles are put
in the full aft position. 3.6 Selective Heading Hold. Implement the
DPS selective heading hold mold. 3.7 Narrow Channel/Lock Maneuvering.
Implement a new scenario to allow maneuvering in a narrow channel of
lock. 3.8 Window. Implement a window in the upper right corner of the
situation awareness screen. The window is used to graphically indicate
the current direction of the wind. 3.9 Technical Documentation. The
contractor shall provide an Owners Manual with the trainer, which
describes all existing and new trainer features, setup and
configuration instructions, and operation manual, and operation and
maintenance instructions. 3.10 Warranty. The contractor shall provide
a one year warranty with the trainer beginning form the date of
delivery. The warranty shall include all necessary repairs to the
trainer including labor, materials and replacement parts. User shall be
responsible for shipment of the trainer to the contractor's facility in
Salt Lake City or other destination in the event of contractor
relocation. Contractor shall be responsible for shipment of the trainer
back to the PCAF in Marinette, WI. 3.11 Software. The trainer shall
include all commercial and contractor developed software utilized on
the trainer, delivered on magnetic media, concurrent withdelivery of
the training device. Contractor developed software shall include all
source code and the right to modify and reuse source code granted to
the Government for the original intended purpose. The contractor shall
ensure that any software license agreement entered into by a
contractor as licensee, that is applicable commercial computer software
delivered to the Government under this purchase order, will be
transferable to the Government at the time of acceptance of the
trainer. END OF STATEMENT OF WORK. The following FAR provisions and
clauses apply to this acquisition: 52.212-1, 52.212-4, 52.212-5,
52.217-5, 52.217-7 and 52.217-9. The following subparagraphs of FAR
52.212-5(b), and DFARS addenda thereto, apply: (6), (7), (8), (9), and
(16); 252.225-70001, and 252.225-7036. A completed copy of FAR
52.212-3, and the following DFARS addenda, must be included with quote:
252.225-7000 and 252.225-7035. See Note 22 (forty-five days is changed
to read fifteen days). Quote is due a 4:00 p.m. EST on 08 September
