a combined synopsis/solicitation for commerical items prepared in
accordance with the format in Federal Acquisition Regulation (FAR)
Subpart 12.6, as supplemented with additional information included in
this notice. The announcement constitutes the only solicitation;
proposals/bids are being requested and a written solicitation will not
be issued. This solicitation is being issued as a Request for
Quotation (RFQ) #FBICU9826, the provisions and clauses incorporated are
those in effect through Federal Acquisition Circular #97-6. This
solicitation is under the Simplified Acquisition Procedures (SAP) and
is a Small Business-Small Purchase Set-Aside. The Standard Industrial
Classification Code is 3829 and the business size standard is 500
employees. This will be a Firm-Fixed price contract. The Government
intends to solicit and negotiate on a sole source basis with
Environmental Technologies Group, Inc., 1400 Taylor Avenue, P.O. Box
9840, Baltimore, MD 21284-9840. The requested equipment will provide
for the detection of chemical warfare agents and civilian threats such
as pepper spray and mace. This purchase is being done on a sole source
basis because through market research on the Internet no other source
for such detectors could be found. The requirements consists of the
following: Part #2428800, Model #APD2000 CW Detector Integrated
Radiation Detector Option; Agent detected: GA, GB, GD, VX, HD, &
Lewisite (L) Pepper spray and mace; Sensitivity: V-0.04mg/m3<30
seconds G -- 0.1mg/m3<30 seconds, H -- 2.0mg/m3<15 seconds L --
2.0mg/m3 <15 seconds, High concentrationof these agents<10
seconds; Self Test: BIT for electronic, pneumatic and power conditions;
Operator Service: <5 minutes per 24 hours of operation; Temperature:
Operation -30oC to 52oC; Storage: -62o to +71o; Size: 4" x 3 1/2" x 11
(10x9x28cm); Weight: <7 pounds (<3.2kg) including batteries;
Power: Uses standards C or rechargeable batteries, AC or 8 to 36 Vdc;
Alarms: Easy to read visual display and audio alarm; Option: Integrated
Radiation Detector -- FOB-Destination -- Cheverly, MD. All responsible
sources may submit a quote which shall be considered by the agency.
The following FAR clause is incorporated by reference and applies to
this acquisition: FAR 52.212-4 Contract Terms and Conditions-Commerical
Items (Aug 1996). Each offeror shall include a completed copy of the
FAR provisions at 52.212.3- Offeror Representation and Certifications
(Jan 1997) with its offer. All proposals shall be submitted to the
address listed on line number seven no later than 4:00 p.m. EST, 9/02
/98. All proposals shall be clearly marked with RFQ #CU9826. All
offerers are hereby notified that if your proposals is not received by
the date/time and at the location specified in this announcement, that
