NASA/LeRC intends to purchase the items from "Niton Corporation". The Niton 703-A lead analyzer is being purchased because it is the only X-ray Fluorescence (XRF) unit proven to have no inconclusive ranges or substrate corrections for action levels below 1.0mg/cm2. Sensitivity of the instrumentation to be able to measure lead in paint content below the Housing and Urban Development (HUD) Agency Lead standard of 1.0mg/cm2 is an essential criteria for it's use as a survey tool at NASA LeRC. Since we are subject to the Occupational Safety and Health Standards (OSHA), it is known that levels of lead in paint well below the HUD limit may pose a health risk to workers engaged in construction activities. The Government intends to acquire a commercial item using FAR Part 12. THIS IS NOT A SOLICITATION. THIS IS AN ANNOUNCEMENT OF THE GOVERNMENT'S INTENTION TO MAKE A SOLE-SOURCE AWARD. NO SOLICITATION WILL BE ISSUED. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
