This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and the Test Procedures in FAR 13.6 as supplemented with additional information included in this notice. This notice constitutes the only solicitation and a written solicitation will not be issued. Solicitation number DTCG38-98-Q-100058 is issued as a request for quotation (RFQ) and is replacing DTCG38-98-Q-100050, which was cancelled. All references to "offers" are understood to be "quotations". The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-06. The US Coast Guard Aircraft Repair & Supply Center intends to issue a purchase order for the procurement under simplified acquisition procedures for commercial items. This procurement is unrestricted. The USCG intends to award to the Original Equipment Manufacturer, Rosemount Aerospace, for the purchase of 20 each, PITOT STATIC TUBE, P/N 856HK1, NSN 6610-01-083-1527, used on the USCG HU25 Aircraft. OEM Cage Code 59885. The Coast Guard does not own, nor can it provide the proprietary specifications for this item. The Standard Industrial Classification is 3728 and the small business size standard is 1000 employees. Items are to be delivered 30 weeks after receipt of order. Justification for other than full and open competition is FAR 6.302-1, Only One Source or Only a Limited Number of Responsible Sources. All responsible sources may submiot an offer which will be considered. The time required for approval of new supplies is such that award and delivery cannot be delayed pending approval a new source. The following Federal Acquisition Regulation (FAR) provisions and clauses apply: FAR 52.212-1 Instructions to Offerors-Commercial Items (Aug 1998); 52.212-2 Evaluation-Commercial Items (Oct 1997) -- The following factors, in descending order of importance, shall be used to evaluate offers: Technical capability of the item to meet the Government's requirement, price and past performance. FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items (Jan 1997) -- Offerors shall include a copy of this provision with its offer. FAR 52.212-4 Contract Terms and Conditions -Commercial Items (Apr 1998) with the following addendas: FAR 52.252-2 Clauses Incorporated by Reference (Feb 1998), the full text of the clause may be accessed electronically at Internet address www.deskbook.Osd.Mil; FAR 52.246-2 Inspection of Supplies -Fixed Price (Aug 1996), FAR 52.246-15 Certificate of Conformance (Apr 1984) and the Coast Guard required Airworthiness Certification Requirements. Each piece of equipment shall be packaged in accordance with best commercial packaging to enable shipment to destination and transshipment to a Coast Guard unit without repacking or incurring damage during shipping and handling. Material shall be marked in accordance with MIL-STD-129M, Marking for Shipment and Storage, dated 15 Jun 93. All labeling shall be imprinted with the appropriate National Stock Number, Part Number, Serial Number, and Purchase Order number. Labeling data shall be attached to the outside of the shipping container. Inspection and acceptance to ensure items are in accordance with manufacturers specifications will be performed at destination.
