COMMERCE BUSINESS DAILY ISSUE OF AUGUST 21,1998 PSA#2164Q -- CENTRAL REPOSITORY OF PHARMACY INFORMATION WITH REALTIME DRUG-DRUG
INTERACTION The Office of the Assistant Secretary of Defense (Health
Affairs), TRICARE Management Activity (OASD(HA)is conducting market
research to gather information concerning the capabilities of
commercial organizations to implement, operate and support a central
repository of eligible beneficiary prescription information. The
offeror must be a direct services Claims processor, and be able to
handle the requirements of the entire DoD pharmacy network that
includes approximately 59 million prescriptioins written annually in
DoD Medical Treatment Facilities (MTFs), as well as a projected annual
workload of 1.5 million prescriptions in the National Mail Order
Pharmacy (NMOP) program. The current volume of prescriptions filled in
other TRICARE network and non-network pharmacies is not known. The
central repository must be capable of 1) storing prescription data from
multiple points of distribution and/or pharmaceutical care providers
which include, but are not limited to (a) TRICARE network retail
pharmacies, (b) non-network retail pharmacies, (c) the National Mail
Order Pharmacy program, and (d) Military Medical Treatment Facilities,
2) allowing encrypted bi-directional transmission of data to multiple
points of distribution and/or pharmaceutical care providers
simultaneously, 3) maintain a minimum of 24 months of data and
information on-line and 5 years of archived information that must be
able to be retrieved within 48 hours. An offeror must be able to 1)
maintain the central repository on their site, 2) have a disaster
recovery plan with a designated and functioning recovery site at an
alternate location, 3) be capable of providing on-line, real-time
eligibility verification, 4) be capable of providing drug-drug
interaction information and identification of duplicate drugs, 5) be
capable of sending and receiving on-line, real-time encrypted NCPDP
transactions eith DoD NMOP and MTFs, 6) have the ability to complete
the active process in no more than 8 seconds, 7) be NCPDP compliant, 8)
have the ability to produce standard and ad-hoc reports by multiple
requesters based on security levels, 9) be capable of accepting DoD
transmissions regarding medication profiles, ability to batch transmit
data records to a DoD automated information system, capable of being
certified and accredited at the C2 level of trust, and 10) maintain
7X24 help desk. This notice does not constitute an request for
