BROAD AGENCY ANNOUNCEMENT (BAA) #98-01 -- LABORATORY INTEGRATED DELIVERY SYSTEM (LIDS) -- PHASE II -- COMMITTED VOLUME DSCP will issue solicitation #SP0200-98-R-5010 or or about September 15, 1998 for the Phase II portion entitled, "Committed Volume." This solicitation may be the first in a series issued under Phase II for items identified as being widely used among various customers with sufficient frequency of demand to warrant special management and pricing. Solicitation SP0200-98-R-5010 will include approximately 510 items. Offers for these items shall be solicited on a "Brand Name or Equal" basis. Brand Names specified will be identified by the manufacturer's commercial item description and part numbers. Phase II awards will be requirement contracts and have the flexibility to encompass both Department of Defense(DoD) and non-DoD federal facilities in all 48 contiguous states, including the District of Columbia. Solicitation SP0200-98-R-5010 will, therefore, request pricing based on a Tiered Concept Approach for all DoD Health Service Regions and/or Health Services Region equivalents for these 510 items. DSCP plans for the resultant award(s) to initially cover customers within only DoD Health Services Region VI (i.e., Army, Navy and Air Force facilities in Oklahoma, Texas, Louisiana and Arkansas). DSCP expects other regions to be added throughout the term of the resultant contract(s). DSCP may, at its discretion, include overseas regions (e.g. Alaska, Hawaii, Europe and the Pacific)in its pricing tiers for Phase II solicitations and contracts. In order to participate in the Phase II solicitation for these 510 items, you must have a "Concept Proposal" addressing Phase I to DSCP no later than Close of Business, September 11, 1998. DSCP will not evaluate offers for the Phase II portion (510 items)if a "Concept Proposal" has not been received for Phase I by September 11, 1998. DSCP will continue to accept "Concept Proposals" for Phase I up to and including December 31, 1998. Offerors submitting "Concept Proposals" for Phase I between September 12, 1998 and December 31, 1998 will have an opportunity to offer on any additional Phase II solicitations issued by DSCP, provided a "Concept Proposal" for Phase I is received at DSCP prior to issuance of any such solicitation. The anticipated issuance date of RFP SP0200-98-R-5010 is September 15, 1998 with a solicitation closing response date of October 15, 1998.
