The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxant River, MD plans to increase the level of effort under the current contract, N62269-95-C-0053 with Veda Operations, a Division of the Veridian Corporation. This will continue the provision of Program Independent Assessment (PIA) effort for the Concepts, Analysis, Evaluation and Planning Department (4.10) at NAWCAD, Patuxent River, MD. The purpose of this increase in the level of effort under the current contract is to provide the capacity needed to maintain current contract initiatives and provide sufficient additional capacity to allow the continuation of services from Veridian through the end of the originally intended period of performance (November 1998). The increase in the level of effort under the current contract will sustain analytical efforts from November 1998 through November 1999 until solicitation N00421-98-R-TBD for the follow on contract can be competitively awarded. The requested level of effort for this acquisition is estimated at 18,000 labor hours. The Government's minimum need for the continuation of effort can only be accomplished reasonably and without impairing continued support through the award of this level of effort increase. Only Veridian has the key personnel and technical expertise necessary to continue the support services currently being performed under N62269-95-C-0053. It is not possible for any other potential source to become familiar enough with the taskings to sustain this workload without a break in services. Failure to award this contract will seriously restrict 4.10's ability to respond to our sponsors' needs during the recompetition. These are continuing tasks and are time sensitive. There are no other sources capable of providing uninterrupted support. CBD Numbered Note 22 applies.
