The U.S. Environmental Protection is seeking a small business to provide personnel counseling services for EPA employees. The counseling services are to be conducted at the contractor's facility which must be within the Research Triangle Park area of North Carolina (i.e., in the vicinity of Chapel Hill, Raleigh, or Durham, North Carolina). The selected contractor shall provide the counseling services in accordance with standard professional practices for the type of psychological services performed. Referrals are based upon counseling needs which are beyond the scope, expertise, or ability of the EPA staff in seeking a resolution of the difficulties of employees(s), and which have a definite impact on maintaining an effective and productive work environment. The contractor shall provide male, female, and/or minority counselors to be made available upon request of male, female, and/or minority employees. RFP No. PR-NC-98-12061 for the effort, will be issued on or about September 21, 1998 as 100% small business set-aside. SIC No. 8049 applies; size standard is $5M in average annual receipts over the last three years. EPA anticipates the award of a Indefinite Delivery/Indefinite Quantity (ID/IQ), fixed price contract. In addition, the contract will allow for four twelve-month options. This requirement is a follow-on to contract number 68D40008 with the Human Resource Consultants, P.A., which will expire on January 8, 1999. Proposals will be due 40 days after the RFP issuance date. The solicitation and amendments will be available via the Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the solicitation and amendments via the Internet. It will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. Firms who do not have the capability to obtain the solicitation from the Internet, may submit a written request for a diskette with the solicitation in WordPerfect 6.1 format from the contact point at the address above; however, only those firms who do NOT have the capability to obtain the solicitation from the Internet should request diskettes. Diskettes will not be sent to those firms who have Internet access. If you request a diskette of the solicitation, you will receive amendments by mail, unless you notify us otherwise. Only one copy shall be sent to a corporate entity, regardless of the number of requests from one or more different geographic locations. A copy of the preliminary source list will be issued to all prospective offerors along with the solicitation on the Internet/diskette.
