combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation number is
F04700-98-T-1897. This is a Request for Quotation. The solicitation
document and incorporated provisions and clauses are those in effect
through FAC 97-5 and DAC 91-13. This acquisition is unrestricted.
Standard industrial classification code: 7623. Small Business Size
Standard: $5M. The acquisition includes Contract Line Item Number(s):
0001, Retrofit water chillers, 1 Job. Desired delivery is 30 days ARO.
Statement of work: The contractor shall provide all necessary
supervision, labor, parts, materials and equipment necessary to perform
a complete refrigerant 134a retrofit of the existing two
Westinghouse/McQuay model PE079 Centrifugal Water Chillers at Building
#1440. All work performed must be in full, complete compliance with
manufacturer specifications. Retrofit includes complete disassembly of
compressors and reassembly with required parts, gaskets and O-rings,
etc., as specified by the manufacturer, and start up for same. All work
to be performed by a factory qualified centrifugal compressor service
technician for this project. The service technician must provide
certificates of advanced centrifugal compressor factory training for
the listed equipment including equipment type and dates of training,
and not less than three (3) years experience, and shall submit three
(3) references where the specified technician has performed this type
of work. The retrofit shall include the following: (1) Provide a
factory centrifugal chiller engineered selection indicating refrigerant
R-12 vs. 134a operating specifications. (2) Remove all oil and
refrigerant from the system. (3) Perform a complete internal
disassembly inspection of the centrifugal compressors and oil pumps.
(4) Check all clearances and tolerances in the compressors, oil pumps
and inlet guide vane assembly. (5) Reassemble compressors and oil pumps
with factory required retrofit parts as specified by the manufacturer,
including renewal of all compressor, oil pump, inlet guide van
assembly, O-rings, gaskets, and replace discharge and suction
victualics. (6) Leak test, evacuate, supply and recharge chiller with
refrigerant HFC-134a and McQuay approved ester-based oil, including new
oil and refrigerant filters. (7) Remove oil and refrigerant R-12 from
job site. (8) Redocument the machine with new updated nameplates and
refrigerant labels. (9) Replace existing electrical mechanical control
panels on Westinghouse/McQuay Centrifugal chillers with new McQuay
Series 200 microprocessor base control (Micro Tech). Provide all labor
and materials for turnkey project. The Micro Tech Controller will
control: (a) Starting and stopping of chilled water pumps. (b) Starting
and stopping of condenser water pumps. (c) Lead and lag of the two (2)
Westinghouse/McQuay chillers. (d) Back-up operations of the one (1)
Carrier chiller. (e) Starting and stopping of tower fans. (f) Monitor
software program for Windows 3.1 or higher. (10) Provide factory
