Environmental assessment/remedial actions feasibility studies and risk
assessment at three locations on Aviano Air Base, Italy (Project ASHE
98-7101E, Old Service Station, Project ASHE 98-7102E, Facility 1023
and Soil Berm and Project ASHE 98-7121E, Zappala Hangars). Firm Fixed
price contracts are contemplated to accurately assess possible
pollution phenomenon due to past activities. Performance in three
phases. Phase I-Preliminary site survey, review of previous
investigatory and other pertinent data, synthesis and presentation of
a comprehensive phase II and phase III workplan. Phase II-Execution of
site exploration, testing, sampling and analysis. Phase
III-Preparation and presentation of a pollution and environmental and
risk assessment and remedial actions study report. Work includes
interface/coordination with local Italian regulatory authorities and
translation into the host language of all work products. Interested
firms must submit Standard Forms 254 and 255 for consideration by the
Pre-selection and Selection Boards. Selection boards will examine
submitted forms and score submissions to determine final selection
slate based on the following criteria and maximum available points:
Specialized experience in conducting site assessments, hydrogeological
investigations/feasibility studies and remedial design/actions for
soils and groundwater contaminated by hydrocarbons -- Maximum 25
points; Past performance, consists in a documented track record (case
studies) of the firm's successful use of a variety of subsurface
investigatory and remediation technologies some of which are complex
and new -- Maximum points 22. Professional Qualifications consisting of
the credentials and experience levels of the staff intended to be
assigned to this project especially as they relate to the type of work
considered for the proposed contract -- Maximum points 20.
Professional capacity to harness resources to accomplish the work
within the time frame specified -- Maximum 15 points. Location, firms
must be operating on the European continent and preferrably in Italy --
Maximum points 15. Volume of DoD work, greater the volume of DoD work
performed, less points will be obtained -- Maximum points 2. While
Funds are not presently available within USAFE to fund these projects
now, if FY98 funding is not available, we will use FY99 funds and
expect to have funding by 16 Nov 98. Required forms may be submitted
