This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solictation will not be issued. Refer to solicitation as RFQ N00140-98-Q-3806. The soliciation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation dated 24 June 1997. The FISC Norfolk Detachment Philadelphia intends to acquire on, full and open competitive firm fixed price basis an Automated Sweating Guarded Hot Plate Test System which shall comply with the following: able to test in accordance with ASTM proposed test standard F23.60.05; system must be a turn key device, only requiring an environmental test chamber for proper operation; test plate surface shall be 10 inches by 10 inches with a 5 inch surrounding guard plate; a system for feeding water to both the test plate and guard plate test surfaces at a controlled rate is required, the bucking heater plate can be utilized to pre-heat the water to match test plate surface temperature; thermal electric cooling or any other means shall be utilized to reduce bucking plate temperature as required; separate and indepenent temperature control is required for all three plate sections of the test system; data acquisition shall be by Hewlett Packard Data Acquisition/Switch Unit; system includes: pentium personal computer (PC), signal conditioning electronic console, sweating quarded hot plate, air flow hood with integral ambient temperature sensor, remote mounted humidity sensor, and an anemometer that can control air flow in the hood by computer or manual adjustment from 1.0 to greater than 2.5 meters per second wind speed. FAR 52.212-1 is applicable. Note: offeror's attention is specifically directed to paragraph (b)(11) of this clause. A statement complying with this paragraph must be included in the quotation.
