56 -- RIP RAP STONE SOL DACW35-98-B-0025 DUE 090998 POC Contract Specialist Sammie Hart (313) 226-6358 (Site Code DACW35) This is a combined synopsis/solicitation for commerical items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Bids are being requested and a written solicitation will not be issued. The solicitation number is DACW35-98-B-0025. This solicitation is an invitation for bid (IFB). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. This solicitation is unrestricted. The Standard Industrial Classfication is 5032. The small business size standard is 100 employees. The following is the list of contract line item numbers, items, quantities, and units of measure. CLIN 0001 Milwaukee Harbor, WI -- Rip Rap Stone, 3 to 6 tons, delivered to Milwaukee CDF located adjacent to the U.S.C.G Station on South Lincoln Memorial Drive in Milwaukee, WI, 8,000 tons. CLIN 0002 Kenosha Harbor, WI -- Rip Rap Stone, 3 to 6 ton, delivered to Milwaukee CDF, 2,000 tons. CLIN 0003 Port Washington Harbor, WI- Rip Rap Stone, 3 to 6 tons, delivered to Milwaukee CDF, 6,000 tons. CLIN 0004 Kewaunee Harbor, WI -- Rip Rap Stone, 3 to 6 tons, delivered to Corps of Engineers Kewaunee Area Office located at 124 N. Main Street, Kewaunee, WI, 4,000 tons. SPECIFICATIONS: Stone must be from a Corps of Engineers approved source. Stone will be inspected at the delivery site for acceptance. Any rejected stone will not be paid and will become the responsibility of the supplier. Rejected stone will be removed by the supplier and weight determined by certified truck scale, all at the supplier's expense. Stone will only be accepted for payment after and inspection at the storage sites by certified scale truck delivery tickets or by draft reading taken after loading the rip rap stone onto Government- owned barges at the storage sites. Character and Quality of Stone: All stone shall be of a quality to ensure permanence of the structure in the climate in which it is not used. The stone shall be durable, sound, free from detrimental cracks, seams and other defects which tend to increase deterioration from natural causes or cause breakage in handling and/or placing. It shall be highly resistant to weathering and disintegration under freezing and thawing, and wetting and drying conditions. Acceptability of stone material will be determined by the Government Inspector from suitable laboratory tests, visual inspection, and service records. Inclusion of objectionable quantities of dirt, sand, clay, chert and rock fines will not be permitted. Selected granite, quartzite, limestone,, and certain sandstones generally meet the requirements of these specifications. Quarry Operations and Handing: Quarry operations shall be conducted in a manner that will produce stone conforming to the requirements specified and may involve selective quarrying, handling, processing, blending, and loading as necessary. Stone will not be accepted from material which was blasted from the face of the quarry during the period of 15 September to 1 May for quarries located above 43 degrees north latitude and 1 October to 1 May for quarries located below 43 degrees north latitude. Stone may be subjected to tests including petrographic analysis, specific gravity, abrasion, absorption, wetting or dying, freezing and thawing, and such other tests as may be considered necessary to demonstrate to the satisfaction of the Contracting Officer that materials are acceptable for use in the work. Such samples shall be selected from the proposed source of supply as directed by the Contracting officer. Stone actually furnished under the contract shall be of a quality at least as good, in the opinion of the Contracting Officer, as the samples furnished. Size: The greatest dimension of stone in no case shall be more than three (3) times the least dimension and preferable the pieces shall be as nearly cubical as practicable. Light, thin, or shaly stone will not be accepted. Grad tion: Stone to be furnished shall range from 3 to 6 tons with fifty (50%) of te stone furnished weighing not less than 4.5 tons each. Stockpiling: The stone shall be deliverd to the designated stockpile locations in such a manner that the material is not broken during dumping, is easily picked up for placement, and material does not segregate. The following FAR provisions and clauses are applicable to this solicitation: 52.212-1 Instructions to Offerors-Commercial Items, 52.212-3 Offeror Representations and Certifications-Commercial Items, 52.212-4 Contract Terms and conditions-Commercial Items, 52.212-5 Contract Terms and Conditions Required to Implement States or Executive Orders-Commercial Items, and 52.204-7004 Required Central Contractor Registration. The offeror SHALL include a completed copy of 52.212-3 Offeror Representations and Certifications-Commercial Items, which is available upon request by faxing to Sammie Hart, Jr. at (313) 226-2209. Bid may be submited on Standard Form (SF) 1449 or letterhead stationery and must indicate the solicitation number, bid opening date and time, name, address, and telephone number of bidder. This will be a firm fixed price contract. Award may be made to more than one bidder without discussions to the lowest responsive/responsible bidder(s) in accordance with FAR 52.214-10 Contract Award Sealed Bidding. Offerors providing less than 60 calendar days for Government acceptance after the date offers are due will not be considered and will be rejected.
