S -- LANDSCAPING SERVICES FOR BASE HOUSING SOL FA441698T0764 DUE 082698 POC LT Logan Welde (301) 981-2341 or Fax (301) 981-1911 This is a combined synopsis/request for quotation (RFQ) for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-41. This acquisition is 100% set aside for small business concerns. If inadequate response is received from small businesses, the solicitation will be issued as unrestricted without further notice. The SIC code is 5261 size is $5.0 million. Delivery shall be FOB destination to Andrews AFB, MD. Responses to this RFQ must be received by 26 August 1998 no later than 12:00 p.m. EST. Delivery and finance addresses will be provided upon award. Award is to be based on the following criteria: (1) Ability to complete project within a specified time frame, and (2) Price. Past performance and delivery time rate considerably higher than price. PERFORMANCE WORK STATEMENT: Landscape the front of 107 row house units. Each unit will have 9 shrubs installed in beds made by contractor. All shrubs will be 3-gallon size. Plant varieties and quantities to be used: Taxus, Densiformis- 385 each, Holly China Girl- 385 each, Arborvitae Emerald- 195 each. Total shrubs to be installed- 965 each. Landscape one end of 15 rows of houses to provide screening of utility panels. Each end will have 6 shrubs installed in beds made by contractor. All shrubs will be 3-gallon size. Plant variety and total quantity is: Taxus, Hickis- 90 each. Landscape fronts of 50 duplex and quadplex units. Each unit will be planted according to its needs. Some units will receive approximately 6 shrubs across the front to provide screening of utilities. Some units will receive individual plantings to replace previously existing shrubs. Plants will be installed in beds made by contractor. All shrubs will be 3-gallon size. Plant varieties and quantities to be used are: Taxus, Hickis- 150 each, Taxus, Densiformis- 75 each. The total number of shrubs to be installed in all units is 1355. All beds will be prepared as follows; remove grass, condition soil with adequate amounts of peat moss and perlite, plant and feed shrubs, edge bed with shoveled trench, mulch beds 3 inches thick using hardwood shredded mulch, and water in. Shrubs should be spaced approximately 3 feet apart. Some units have existing shrubs that will not be disturbed. Any units that may have shrubs or trees that need to be removed will be the responsibility of the government and will be done prior to start of work by the contractor. Digging permits and ground marking are the responsibility of the contractor. We require any work to be done during daylight hours, preferably between 0700 and 1700 hrs. (7:00 am and 5:00 p.m.) Work will need to begin upon receipt of purchase order. Work shall be completed by 11 September 1998.
