State, Bureau of International Narcotics and Law Enforcement Affairs,
Office of Resource Management, has a requirement for a Systems and
Manager Reform Advisor position at the American Embassy, Narcotics
Affairs Section (NAS), Colombian National Police (CNP) in Bogota,
Colombia. The purpose of this position is to assist the NAS and the CNP
managers at the highest levels in the implementation of needed systems
and administrative management reforms at the CNP headquarters. The
incumbent will provide advisory services to the CNP/DANTI in the areas
of management strategy, institutional reforms, training, staffing,
organization and budget and management controls. The incumbent
counterpart will be the DANTI Deputy Director and the Heads of
Operations and administration, as well as officers (lieutenant colonels
and above) in the regular CNP who handle administrative and policy
issues. Advises and assists in the establishment of new or improved
management systems and changes required by the rapid growth of
narcotics control assistance. Identifies areas for necessary
independent professional audits, designing the scope of the audits and
assisting the NAS administrative officer in recommending the letting
of the audit contracts. Incimbent is the NAS lead in ensuring follow-up
of recomended actions, once audit recommendations are received and
approved by NAS. Evaluates CNP/DANTI headquarters relationship to field
units with a goal of identifying systemic failures and weaknesses. This
will include analyzing operations problems at headquarters and in the
field in the areas of operational planning as is relates to logistics,
training needs, tactical movements, physical security and intelligence
analysis. Coordinates closely with the drug enforcement administration
(DEA), the lead embassy element in counter narcotics interdiction, law
enforcement operations and intelligence collection. Assists in end-use
monitoring of international narcotics control programs assets and
commodities provided by the USG and reports on a regular basis to the
NAS Deputy Director. The contractor will work under the supervision of
the NAS Deputy Director in accordance with established policies. Must
use own initiative in all matters concerning advice on systems and
management controls issues and maintain a close working relationship
with CNP headquarters senior staff. Will provide monthly reports of
work activities to the NAS through the Deputy Director. Minumum
qualifications are: Must be a US citizen, demonstrate the ability to
communicate effectively in Spanish (S-3/R-3 level), previous USG
narcotics program experience highly desirable, three years experience
in systems and management controls including experience on high-level
military staffs and in Bogota military logistics and planning
operations is required, college degrre is required and secret security
