1998, the Government intends to solicit for a natural language
understanding search capability of electronic text comment areas in the
Army Status of Readiness and Training System (ASORTS) database. This
requirement will be solicited from InQuizit Technologies on a sole
source basis in accordance with the authority cited under FAR 6.302-1,
Only one responsible source and no other supplies or services will
satisfy agency requirements. InQuizit Technologies developed the
theoretical model, source code, and system architecture for the search
engine technology, InQuizit software, which captures a conceptual
model (meaning) of both queries and retrieval sources. While other
sources have developed very limited natural language applications, only
InQuizit software offers a full natural language understanding
