Division, legare.pamela@epamail.epa.gov. The U.S. EPA is seeking a
contractor to establish an information sharing platform within the
Office of Mobile Sources, in order to enhance the sharing of mission
critical information. In order to achieve this objective, the following
software requirements must be met: (a) The software package must be
able to operate within a Internet operation system with access through
the TCP/IP protocol; (b)All EPA employees must have full access to
register for upcoming training, seminars and meetings listed in the
system; (c) The viewing of events should be in a calendar format with
linking capability to view full text in a Internet viewing tool; (d)
The software programming must meet all HTML 4.0 specifications with
database programming provided through the vendor; (e) Maintenance
provided by the vendor on a yearly bases including within version
upgrades, to be provided by the vendor; and (f) All software packages
must operate within the environment of Windows NT version 4.0 and the
MS-IIS Internet server system.This is a combined synopsis/solicitation
for commercial items prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. Solicitation number 98-17 is issued as an request for
quotation. The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-05.
Items are to be delivered to the U.S. EPA, 2565 Plymouth Road, Ann
Arbor, MI 48105 no later than 9/30/98. The F.O.B. point shall be
destination. The provisions at 52.212-1, Instructions to
Offerors-Commercial, applies to this to this acquisition. The provision
at 52.212-2, Evaluation-Commercial Items is applicable and the specific
evaluation criteria are as follows listed in order of importance:
(i)Technical capability of the item offered to meet Government
requirement and (ii) price. Offerors shall include a completed copy of
the provision at FAR 52.212-3, Offeror Representations and
Certifications-Commercial Items, with its offer. Clause 52.212-4,
Contract terms and Conditions-Commercial Items applies to this
acquisition. The Clause at 52.212-5, Contract Terms and Conditions
required to Implement Statutes or Executive Orders-Commercial Items,
applies to this acquisition, however, for paragraph (b), the following
clauses apply to this acquisition: 52.222-26 Equal Opportunity;
52.222-35, Affirmative Action for handicapped Workers; 52.222-37
Employment Reports on Special Disabled Veterans and Veterans of the
Vietnam Era; and 52.225-3 Buy America Act -- Supplies. Offers shall
also include the specifications for the software they are proposing for
consideration of award. Offers are due Tuesday, September 1, 1998 at
