McFarlin, Contracting Officer The Air Force Development Test Center (AFDTC) is contemplating awarding a Sole Source Procurement to Perkin Elmer Corp, 761 Main Street, Norwalk, Connecticut 06859-0010 for a 3100 to 3300 Upgrade Kit, Spark 10, and AS91 Auto-Sampler. The Perkin Elmer Optima 3300 Inductively Coupled Plasma, Optical Emission Spectrometers (ICP/OES) upgrade to the Optima 3100 ICP/OES which is designed to measure 73 elements in the ug/L range. The Optima 3300 ICP/OES is a dual detector version of the 3100. The Ultra Violet (UV) detector wavelength range has been extended, and the available wavelength set has been significantly enhanced. The Optima 3300 optical system offers simultaneous measurement and full wavelength (UV and visible) range coverage. The upper wavelength limit of the UV detector has been increased from 375 to 403 nanometers (nm) by increasing the size of the detector. New subarrays will be added and a number of previously existing subarrays will be enlarged. The PE high-energy (f/6.7) echelle-based polychromator utilizes a single detector. The measured resolution of the system is 0.0006 nm at 200 nm. The 80 by 160 nm echelle grating has 79 lines per mm and a blaze angle of 63.4 degrees. The cross disperser for the UV region (165-403 nm) is a grating (374 1/mm) with Schmidt correction incorporated into its surface to eliminate aberration for the 400 mm radius camera sphere. The entire optical system is enclosed in a purged and thermostated optical enclosure. The plasma can be viewed axially (Optima 3100 XL). The computer-controlled, pneumatically operated shutter automatically opens and closes for each sample. By closing the shutter between each sample, the first transfer mirror is protected from long exposures to intense UV radiation of the plasma. The mercury lamp is built into the entrance shutter mechanism and can be viewed when the shutter is closed to monitor the mercury emission line at 253 nm and automatically update the system wavelength calibration. The PE Segmented-array Charge-coupled-device Detector (SCD) consists of 235 addressable subarrays, with over 6000 pixels on a 13 by 19-mm silicon substrate. Readout noise is about 13 electrons RMS; dark current is less than 100 electrons/pixel/second; and readout speed is 50 u sec/pixel. The PE RF generator is a 40-MHz, free running, 750 to 1500 watts, computer controllable in 5-watt increments, with <0.1% variation in output power stability. The coil is a 4-turn type of 1/8 inch copper tubing. Plasma ignition is computer controlled and totally automated. The plasma can be turned on at a set time, warming up the system prior to an analysis, and can be turned off automatically after an analysis. The system will be capable of simultaneous measurement of spectral background with each analyte thus increasing analytical accuracy, improving detection limits, and maximizing sample throughput. The system will incorporate an advanced 40-MHz, free-running RF generator that provides a robust plasma that automatically and instantly compensates for changes in sample types. The axial viewed system with the enhanced UV wavelength set will allow consistent analysis at the detection limit. Required delivery is to be within 30 days after contract award.
