Scientific and technical services for surveys and program evaluations
to assess customer satisfaction with Defense Logistics Agency (DLA)
goods and services. The work to be performed will provide DLA the
capabiltiy to conduct evaluations, research, studies, and analyses
related to overall satisfaction with DLA's existing services, as well
as the kind and quality of products and services important to the
customer. Anticipated task deliverables could include any or all of the
following types of evaluation, research, studies, and analysis
products: technical reports, to include literature reviews and
annotated bibliographies; data collection instruments or methods (e.g.
surveys and interview protocols), and may include pretesting and
feasibiliy studies; sampling and weighting plans, as well as sample
selection and response weighting; detailed evaluation, research or
studies and analytic work plans; adjunct lessons-learned technical
reports; using various social science (e.g. econometric, psychological,
sociological, and operations research) methods and models for specific
problems, programs, or policies (e.g., in improving customer
satisfaction performance and associated metrics); application of
methods and models to specific programs and policies; technical
recommendations regarding management actions, policies and procedures;
user manuals for policy/program implementation,; briefings in both
paper and computer formats; informal techncial information; diagrams,
charts, tables, exhibits, vu-graphs, transparencies, slides, film or
photographs, or any combination of these forms; and incidental or
supporting database development/delivery/maintenance for these efforts
could be included in delivery order to document the efforts and
support further studies and analyses; empirical databases and
documentation (e.g., codebooks and technical manuals) delivered in
various computer formats such as compact disks; database management
plans, procedures, and programs and computer software. The anticipated
Time and Materials contract will be issued for one lot comprised of 2
years and one option lot comprised of three years. The contractor must
