combined synopsis/solicitation for commercial item prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation number is
F04700-98-Q-1709. This is Request for Quotation (RFQ). The solicitation
document and incorporated provisions and clauses are those in effect
through FAC 97-03. This acquisition is 100 percent small business set
aside. Standard industrial classification code is 3663. The following
are the requirements: Design and fabricate a telemetry RF (radio
frequency) signal simulator that will generate modulated signals
compatible with current telemetry receiving systems (frequency range of
1400-2500 MHz standard tuning increments 1.0Hz standard). The unit
shall be capable of simulating signals for use in system testing as
stated in IRIG Document 118-89. The RF CW output shall be generated
from the unmodulated carrier and up-converted to the selected RF
frequency by the internal synthesizer. The up-converter output shall be
filtered to obtain the required harmonic spurious output levels. The
unit shall allow for up to 20 user-defined configurations. These shall
be assessed over the remote bus for updating/verification without
affecting the current operation. The signal simulator shall be
controllable via an RS-232, RS-422, or IEEE 488 interface. All
operational parameters, except for power on/off, shall be controllable
over the selected interface bus. Application software with
documentation shall be available for the signal simulator in RS-232,
RS-422, and IEEE-4888 formats: 120/240 VAC, 47-400 Hz; operating
temperature should be -0 to +50 degrees Centigrade, non-operating
temperature should be -40 to +70 degrees Centigrade; operating altitude
should be SL to 15 Kft, non-operating altitude should be SL to 50 Kft,
relative humidity should be up to 95 percent non-condensing.
Dimensions should be 19" rack mount, not to exceed 7" high and 25"
deep. Detailed specifications shall be provided upon request. Delivery:
To be determined (TBD). FOB Point: Destination. Acceptance: 30 days
after receipt of order. Place of Delivery: Bldg 1400, Rm 413 MHU,
Edwards AFB, CA 93524. The following provisions and clauses apply:
Provision 52-212-1, Instructions to Offerors-Commercial Items. Offerors
shall include a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications-Commercial Items, with its offer.
FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items,
applies to this acquisition. FAR clause 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, also applies. Additional FAR clauses cited in
52.212-5 which are applicable to this acquisition are: 52.222-26,
Equal Opportunity; 52.225-35, Affirmative Action for Special Disabled
and Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped
Workers; 52.222-37, Employment Reports on Special Disabled Veterans and
Veterans of Vietnam Era. DFARS clause 252.212-7001, Contract Terms and
Conditions Required to Implement Statutes Applicable to Defense
Acquisitions of Commercial Items applies. Applicable DFARS clauses
cited in 252.212-7001 are: 252.225-7001, Buy American Act and Balance
of Payments Program. The Defense Priorities and Allocations System
(DPAS) rating is Unrated. Offerors must comply with DFARS 252.204-7004,
