to acquire twenty-eight(28) Spectrometers that meet the following
specifications: able to detect and quantify the presence of elements
that exist in small, suspended particles or are dissolved in natural or
synthetic petroleum-based products. Must employ the principle of
optical emission spectroscopy (OES) to detect particles under ten
microns in size. This system must be capable of analyzing the following
elements in ranges from 0-10,000 parts per million (ppm): Aluminum,
Barium, Boron, Calcium, Chromium, Copper, Iron, Lead, Magnesium,
Molybdenum, Nickle, Phosphorus, Silicon, Silver, Sodium, Tin, Titanium,
Vanadium and Zinc. The system is required to be driven over unimproved
roads at an average speed of 25 mph (maximum speed 30 mph) for a
distance of 100 miles and be driven off road over rolling terrain at an
average speed of 10 mph (maximum speed 12.5 mph) for a distance of 100
miles. Upon completion, the system must be capable of passing a
functional equipment check, equipment standardization check and limited
range calibration check. The system must also have electromagnetic
interference (EMI) protection. The system must be capable of
interfacing with external personal computer systems and processing
aeronautical and non-aeronautical servicing oils as applicable to
military applications. System is also required to meet or exceed the
requirments of MIL-STD-462 (Electromagnetic Interference, for the
Control of). Spectrometers must be Joint Oil Analysis Program (JAOP)
approval. It is the contractor's responsibility to seek this JAOP
approval. This procurement will be awarded prior to 30 September 1998
and will not be delayed to await JAOP approval -- FOB Destination --
Award to be made on or about 15 September 1998 -- Funds are not
presently available for this action. No award will be made until
