Couchman, Contract Specialist, (805) 989-1806 Notice of intent to
procure Advanced Radar Missile Scorer (ARMS) engineering and technical
support services and repair of ARMS equipment from Cambridge
Consultants Limited, Science Park, Milton Road, Cambridge, CB4, England
pursuant to the authority granted by FAR 6.302-1 (one responsible
source). The ARMS System consists of an airborne impulse radar, a
ground station, and test support equipment. The airborne radar sensor,
installed in a full scale target, transmits the data to the ground in
real time. On the ground, the data is received and recorded using
standard range telemetry receivers and recorders. The ground station
monitors the health of the data in real time and analyzes the data
following the operation. The test support equipment provides the
capability to perform preflight check out and maintenance of the
airborne radar sensor and the ground stations. The contract's period of
performance shall be for two years commencing on date of award. CLIN
0001, 1 lot, Engineering and Technical Support shall include 1)
assessing and making recommendations for design changes to the ARMS
equipment; 2) assessing and making recommendations to ensure that the
ARMS equipment is operational; 3) conducting laboratory tests, target
installation and check out tests, pre-flight and post-flight ARMS
equipment tests; radar cross-section and missile signature tests, and
providing technical reports on these tests; 4) troubleshooting of ARMS
System failures and providing recommendations for the correction of
the system failures; 5) providing technical support during target
operations at DOD ranges and support data analysis upon completion of
the target operations that use ARMS equipment; 6) updating operation
and maintenance manuals for the ARMS equipment to include incorporating
changes that result from design changes to the ARMS equipment; 7)
providing technical consultation via telephone, facsimile, electronic
mail and on-site attendance of technical meetings; and 8) providing
software updates for ARMS equipment. CLIN 0002, 1 lot, Repair ARMS
Equipment to include 1) tear down and evaluation; 2) provide a report
with evaluation results; 3) provide an estimate of repair costs; and 4)
repair ARMS equipment. CLIN 0003, 1 lot, Technical Data. The place of
performance or delivery destination shall be specified in each
individual task order issued under the contract. For a copy of the
