intends to conduct negotiations with Development Alternatives, Inc. to
amend their current contract to award and administer political
transition grants (PTGs) and provide related technical assistance in
the Democratic Republic of the Congo. These funds will be used to
enhance child survival activities in DROC. A justification and approval
for other than full and open competition has been prepared based on AID
Acquisition Regulation (AIDAR) 706.302-70(b)(5), in which the award is
for the continuation of specialized services which would otherwise
result in substantial additional costs to the Government or would
result in unacceptable delays. USAID believes that DAI is uniquely
situated for this award given the systems and structures already in
place in performing similar services in support of PTGs in the DROC.
Please direct questions regarding this notice to the POC indicated
above. No solicitation document exists. Interested persons may identify
their interest and capability to respond to the requirement or submit
proposals. This notice of intent is not a request for competitive
proposals. However, all proposals received within 30 days after date of
publication of this synopsis will be considered by the Government. A
determination by the Government not to compete this proposed contract
modification based upon responses to this notice is solely within the
discretion of the Government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
