solicitation will provide for environmental compliance services at
various owned or leased postal facilities in the following area:
CENTRAL NEW JERSEY DISTRICT: Counties of Warren, Ocean, Monmouth,
Mercer, Burlington, Middlesex, Hunterdon, Morris, Union, Somerset,
Sussex; NORTHERN NEW JERSEY DISTRICT: Counties of Bergen, Essex,
Morris, Passaic, Middlesex, Union, Sussex, Hudson, Warren; NEW YORK
DISTRICT: Counties of New York and Bronx; LONG ISLAND DISTRICT:
Counties of Nassau and Suffolk; TRIBORO DISTRICT: Counties of Queens,
Richmond, Kings and Nassau; WESTCHESTER DISTRICT: Counties of Albany,
Greene, Columbia, Delaware, Dutchess, Ulster, Sullivan, Orange, Putnam,
Rockland, Westchester; and CARIBBEAN DISTRICT: Puerto Rico and the
Virgin Islands. At the discretion of the Contracting Officer, multiple
contracts may be awarded for environmental support services in the
specific districts listed above. Firms are to indicate on Page 1-A of
solicitation which District they are responding to. The selection will
be based on the submitted SF-255 and SF-254, an interview, and the
following order of preference: (1) local; within the District to which
they are responding to; (2) all others. Firms will be considered local
only if their sole office or a local branch office is within the local
geographic area as defined above, and all environmental compliance
services and management of the project will be performed in that
office. There is no restriction on the geographic location of
consultants. The contract contains a requirement for evidence of
current errors and omissions insurance. The contract will be for two
years, with options for three one-year renewals. Each work order will
be negotiated as an individual project and cannot exceed $100,000.00.
There is no guaranteed minimum. The total contract cannot exceed
$500,000 for each twelve-month contract period. The contract may be
renewed for three one-year periods provided that the total contract
amount does not exceed $2,500,000.00. Firms that have the
qualifications listed are invited to submit a completed SF 254,
Architect-Engineer and Related Services Questionnaire, and SF 255,
Architect-Engineer and Related Services Questionnaire for Specific
Project, and completed SF 254 for each of its proposed consultants to
the office shown above within twenty (20) calendar days of this notice.
Following an initial evaluation of submitted documents, several firms
in each geographic area will be selected for interviews. Interested
firms with more than one office must indicate on their SF 255 the
staffing composition of the office in which the work will be performed.
Contractors must have a minimum of three years experience in the field
of environmental consulting and must possess the capability of working
at least three to four jobs at the same time. All offerors must have a
sufficiently staffed office within the above-specified area. Any
offeror outside of the specified area will be disqualified from further
consideration. Contractors must possess all proper certifications as
required by federal, state and local (including New York City) laws. In
addition to these main requirements, consideration will be given to
firms responding to this advertisement in accordance with instructions
in the following order of preference (with 1 being the most
important): 1. Surveys, monitoring, mitigation plans and remediation
oversight for materials including asbestos-containing building
materials, lead-containing building materials, specifically lead-based
paint (with XRF capability), radon surveys and mitigation oversight,
and lead in drinking water and indoor air quality reporting; 2. Health
and safety matters including: OSHA compliance as it relates to
environmental issues, specifically human health protection and
communication regarding asbestos-containing building materials,
lead-containing materials, specifically lead-based paint and
underground storage tank projects; preparation of Health and Safety
Plans; health and safety-related training; and risk assessment and
employee communication; 3. Underground and Aboveground Storage Tank
management and oversight services including closure plans, design
packages and tightness testing; 4. Energy Conservation Plans including
conservation and protection of water and air resources; 5. Site
evaluations for property transactions including Phase I Environmental
Site Assessments, Phase II Site Investigations, Environmental
Assessments and Programmatic Environmental Assessments as per NEPA; 6.
Environmental Compliance Reviews (aka Quality Assurance Reviews') and
related reporting requirements (eg. -- Stormwater Pollution Prevention
Plans; Spill Prevention Control and Countermeasures; Recycling, Waste
Management and Pollution Prevention Plans); 7. Permitting matters as
required by various regulatory programs including but not limited to
air quality (stationary and mobile source), water quality, stormwater
management and wetlands; and 8. Emergency response. MBE/WBE
participation is encouraged. Personal visits and phone calls for the
purpose of discussing this project are not permitted. Copies of the
