The Division of Acquisition Management has a requirement for the Division of Special Programs Development and Special Populations, CMHS, SAMHSA, to develop a technical assistance document which reviews and synthesizes current cultural competence curricula and training strategies to improve the quality of services in mental health systems of care. The project shall identify and collect existing curricula for review, convene two work groups to organize and synthesize the curricula and strategies, convene two focus groups to review and evaluate the work group, and prepare a report describing the existing curricula and training strategies. The Government intends to negotiate with only one source, Johnson C. Smith University, Department of Psychology, Charlotte, North Carolina, which has an established working relationship with researchers, educators, and CMHS constituents. This notice of intent is not a request for competitive proposals. Historically Black Colleges and Universities and Minority Institutions may identify and submit their interest and capability to respond to this requirement, in writing, within 15 days from the date of this publication to the attention of Marc L. Long, at the address above, referencing 98M002711. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
