solicit and negotiate on a sole source basis with Miami University,
Oxford, Ohio for Support of the Atmospheric Integrated Research
Monitoring Network (AIRMON) through analysis of precipitation samples.
A precipitation chemistry database consisting of major ION data from
all analyzed samples as well as routing supporting information such as
sample dates and precipitation depth will be provided. Period of
performance October 1, 1998 through September 30, 1999 with two one
year options. Authority: 41 USC 253(c)(1). Miami University is the only
known source capable of performing the required analysis. The proposed
contract action is for supplies or services for which the Government
intends to solicit and negotiate with only one source under authority
of FAR 6.302. Interested persons may identify their interest and
capability to respond to the requirement or submit proposals. This
notice of intent is not a request for competitive proposals. However,
all proposals received within twenty-five days after date of
publication of this synopsis will be considered by the government. A
determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the government. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
procurement. Evidence must be provided of ability to provide the
required analysis. Copies of the solicitation will only be provided in
response to written or faxed requests received directly from the
requestor. Telephone requests will not be honored. Request for copies
