Highway Traffic Safety Administration intends to negotiate
non-competitive extensions to existing contracts with Calspan
Corporation and KLD Associates to provide continuation services for (1)
the collection of highway crash data at selected sampling locations
designed to be representative of the geographic characteristics of the
nation (Primary Sampling Units) and (2) the technical and quality
control management of the field data collection activities (Zone
Center). These activities are in support of the National Accident
Sampling System (NASS) program. This notice of intent is not a request
for competitive proposals nor is a Request-for-Proposal solicitation
document currently available. During performance of the current
contracts, the NASS program initiated an aggressive initiative to
convert NASS records from a paper file format to an Electronic Data
Collection System (EDCS). These extensions are necessary to permit the
Government to prepare written documentation describing the EDCS. The
required documentation will be included in the competitive solicitation
to provide for long-term NASS program support planned for issuance in
