COMMERCE BUSINESS DAILY ISSUE OF AUGUST 18,1998 PSA#2161Naval Research Laboratory, 4555 Overlook Ave. S.W., Washington, D.C.,
20375 70 -- SOFTWARE SOL N00173-98-Q-0120 POC Darlene Copp, Purchasing
Agent, (202) 767-2374 The Naval Research Laboratory has a requirement
for a Spacecraft Systems Engineering Software package that must consist
of a central program (a program manager) which manages the use of other
high level tools to conduct a system engineering approach to satellite
design. This software environment must be able to allow addition to
and/or creation of new tools as needed. In addition to specific
subsystem software tools, this environment must incorporate
productivity tools to support management activities. This environment
must allow a user to enter system level requirements, and from those,
autonomously determine subsystems requirements and direct the calling
of tools needed to analyze and design a spacecraft to meet the entered
requirements. This program manager must maintain linkages of the
various subsystems so that trade studies can be performed and all the
interactions of the subsystems are accounted for. Configuration
management is a critical function and historical records of changes
must be maintained. The following software programs or their
equivalents must be included as tools in the software environment. For
orbital dynamics, constellation design, eclipse times, etc. Satellite
Toolkit by AGI should be used. For Computer Aided Design and detailed
drawings, Unigraphics by McDonnell Douglas or AUTOCAD by AUTODESK
should be used. For visualization, Spectrum Visualizer, by C.E.S. For
cost estimates, PRICE by Lockheed-Martin, for mathematical
calculations, MATLAB by the MATHWORKS, for knowledge based tables,
EXCEL by Microsoft must be integrated with easily used interfaces. For
structural analysis a powerful Finite Element Analysis (FEA) program
must be used, examples of acceptable FEA programs are: NASTRAN, or
GENESIS by VMA Engineering. Others of equal or greater capability may
also be used. For RF link budgets, knowledge based tables using EXCEL
or MATLAB should be used. For thermal analysis, TRASYS and SINDA are
suggested, but others of equal or greater capability may be used. For
attitude control, a demonstrated internally written program must be
used. Demonstration of its accuracy and robustness must be furnished.
Other subsystems must be addressed using appropriate codes as required.
Demonstrations of the accuracy of each must be demonstrated. This
includes programs for electrical power systems, launch vehicle
environments, mechanisms, propulsion, reaction control, ground
operations and control and data handling. Please visit our web site
