The Department of Commerce has a requirement to acquire commercial off-the-shelf (COTS) automated software to support its procurement function on an Enterprise-wide basis. The software must provide the following capabilities: (1) general office and house-keeping automated functions including technical reference and research tools; (2) management and reporting tools; (3) requisitioning; (4) simplified acquisition; (5) contract/solicitation preparation; (6) support of Commerce's CONOPS process; and (7) contract administration. This acquisition is conducted using a streamlined process, as described in the document entitled "Department of Commerce Acquisition Process Case for Change" which is found on the Internet at http://www.conops.doc.gov. The intent of this process is providing an improved acquisition environment that benefits both the vendor community and the Government. The Head of the Contracting Office (HCO) at PTO is delegated the authority to conduct this effort on hehalf of the Commerce Procurement Executive via designation as the "Deputy Procurement Executive" for procurement automation. On or about August 18, 1998, this process begins with issuance of a Project Agreement. The Project Agreement is available on the Internet by following links under the URL above to "Current Patent and Trademark Acquisition Projects." The Project Agreement serves a dual function of providing Commerce's Procurement Automation Team with market research on product offerings as well as soliciting responses to provide software capabilities. Interested parties must respond to the Project Agreement in order to receive further consideration for award.
