synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). ITEM NO: 1 QUANTITY:

FOLDING MIRROR FOR MAXIMUM IR REFLECTION (REQUIRED FOR MAXIMUM WORKING
DISTANCE) Specifications: The lenses, mirror and camera are to be used
to image small spherical samples (2-4mm in diameter). The samples are
to be locatedin a vacuum chamber located on an optical bench and viewed
through a port hole. The following list describes the components in the
optical path and constraints of the table: 1. Thickness of port window.
0.25 inches. Clear aperture of the port 1.88 inches 2. Port material
sapphire. 3. Minimum/maximum distance of the front of the lens to the
port. MINIMUM 3.5 inches MAXIMUM 4 feet (using mirror) 4. Distance to
the mirror from the port -- Min/max MINIMUM 6 inches MAXIMUM 10 inches
5. Distance from port to table edge 16 inches 6. If mirror is
required, MIRROR MUST HAVE WITH MAXIMUM REFLECTIVITY IN IR 7. Object
size: MIN 2 mm MAX 4mm 8. Distance of object to the inside of the port
window -- min/max. MINIIMUM 10.125 inches/MAXIMUM 10.375 inches 9.
Magnification: We would like to have the object fill 75% of the
vertical and horizontal active image area. Magnification should be at
least 5X for 2 mm sample 10. Maximum overall length of the camera/lens
combination when looking directly into the port. (2 feet) 11. Distance
from the table top to the optical center line of the port in line with
the object. This is to determine the maximum lens diameter. (10.5
inches) 12. Distance from mirror to front of lens- should optimize the
design 13. Distortion less than or equal to 5% 14. Vignetting less
than or equal to 35% 15. Lens for 1.2-3 micron range should provide a
resolution of at least 7 line pairs per millimeter 16. Lens for 3-5
mircon range should provide a resolution of at least 4 line pairs per
millimeter The provisions and clauses in the RFQ are those in effect
through FAC 97-6. This procurement is a total small business set-aside.
See Note 1. The SIC code and the small business size standard for this
procurement are 3827 and 500, respectively. The quoter shall state in
their quotation their size status for this procurement. All qualified
responsible business sources may submit a quotation which shall be
considered by the agency. Delivery to MSFC is required within 90 days
ARO. Delivery shall be FOB Destination. The DPAS rating for this
procurement is DO-C9. Quotations for the items(s) described above may
be mailed or faxed to the identified point of contact, by the date/time
specified and include, solicitation number, FOB destination to this
Center, proposed delivery schedule, discount/payment terms, warranty
duration (if applicable), taxpayer identification number (TIN),
identification of any special commercial terms, and be signed by an
authorized company representative. Quoters are encouraged to use the
Standard Form 1449, Solicitation/Contract/Order for Commercial Items
form found at URL:

quotation. Quoters shall provide the information required by FAR
52.212-1 with exception of (d), (h), (i). If the end product(s) quoted
is other than domestic end product(s) as defined in the clause
entitled "Buy American Act -- Supplies," the quoter shall so state and
shall list the country of origin. The Representations and
Certifications required by FAR 52.2l2-3 may be obtained via the

52.212-4 is applicable. Addenda to FAR 52.212-4 are as follows: FAR
52.204-4, 52.211-15 and 52.247-34. FAR 52.212-5 is applicable and the
following identified clauses are incorporated by reference. 52.222-26,
52.222-35, 52.222-36, 52.222.37, and 52.225-3. Questions regarding
this acquisition must be submitted in writing no later than August 21,
1998. Quotations are due by September 4, 1998, to the address
specified above. Selection and award will be made on an aggregate basis
to the lowest priced, technically acceptable quoter. Technical
acceptability will be determined by information submitted by the quoter
providing a description in sufficient detail to show that the product
quoted meets the Government's requirement. Quoters must provide copies
of the provision at 52.212-3, Offeror Representation and
Certifications -- Commercial Items with their quote. See above for
where to obtain copies of the form via the Internet. It is the quoter's
responsibility to monitor this site for the release of amendments (if
any). Potential quoters will be responsible for downloading their own
