28 -- DIESEL POWER GENERATORS SOL DACW62-98-Q-0040 DUE 082098 POC Kristal R. Jones, Contract Specialist, (615)736-7276; Peggy E. Owen, Contracting Officer, (615)736-5679. AMENDMENT: This amendment is issued to resubmit the entire description with changes; ( double parentheses show changes. SPECIFICATIONS: The generator shall have a rated capacity 350 KW, 437.5 KVA at 0.8 PF, variable voltage; three phase 60 hertz, 1800 rpm, 277/480-volt; reconnectible 12-leads,((1200 amp mainline circuit breaker for 240V AC with 600 amp trips for 480V AC operation, multi-voltage distribution panel with quick change board wired to generator leads to obtain 240 or 480 voltages (stud connectors for 240V AC, bus bar connector for 480V AC). The unit shall have receptacles and individual circuit breakers for single phase voltage including (1) 240 volt, 50 amp, (2) 120 volt 15 amp duplex, (2) 120 volt 20 amp twist lock; remote start-stop contacts for use with automatic transfer switches)), 24-volt negative ground complete with two 12-volt batteries rated minimum 700 cold cranking amps at 0 degrees Fahrenheit. The engine shall be diesel 6 cylinder, 4-cycle turbo charged/after cooled cast iron cylinder block with replaceable wet liners and radiator cooled. A Woodard Electronic governor for ishochronous operation (0% droop). The generator monitoring system shall include the following indicators and gauges: over-speed shutdown, over-crank shutdown, high coolant temperature shutdown, low oil pressure shutdown, pre-warning for high coolant temperature, pre-warning for low oil pressure, low fuel indicator, run and switch off lights, engine oil temperatur gauge, tachometers, fuel pressure gauge, automatic start/stop. The generator shall be self-ventilating, brushless excitations, flexible disk coupling, amortisseur type windings. The generator shall be designed and manufactured to meet the requirements of NEMA, ANSI, IEEE where applicable. The metering system shall include AC voltmeter, AC ammeter, (dual range indicating current each phase), high/low meter scale indicator for broad range connection indication, voltmeter/ammeter phase selector with off position, frequency meter, console mounted rheostat +/-5% voltage adjustment, 24 volt starting system with automatic battery charger, ((an engine driven 24 volt DC alternator separate from automatic battery charger)) and jacket water heater for cold starts. The fuel system shall store 350 gallons minimum to provide eight hours continuous operation at full load ((and 450 gallons minimum for 16 hours)). The cooling system shall have a sufficient capacity of engine coolant to operate satisfactorily in temperatures from -20 degrees Fahrenheit to 125 degrees Fahrenheit. The housing shall be a waterproof enclosure made of ((12 gauge sheet metal)) with factory installed exhaust silencer designed to allow ample air exchange and to be mounted to the generator's standard mounting base and radiator cooling. The enclosure shall be designed to have accessible openings so that all components may be easily serviced and maintained and be sound attenuated 100 dba at 50 feet. The trailer shall be constructed for highway and off-road transportation with sufficient rating to carry the genset, fuel and all accessories and must be stable when towed at highway speeds. All DOT required lights and brakes for highway transportation shall be installed. ((These units shall be EPA and CARB certified to meet 1996 and current emissions standards for mobile off-highway applications.)) Three sets of technical publications containing operator's instructions, lubrication charts, parts list, maintenance, service and repair information shall be included. RFQ Submission Date: RFQ submiital date has been extended to 20 August 1998. Posted 08/14/98 (I-SN237173). (0226)
