The National Park Service (NPS), Denver Service Center, 12795 West Alameda Parkway, P.O.Box 25287, Denver, CO 80225-0287 is seeking a single supplier/installer to furnish and install all components, and to provide technical design and operational assistance for a 180,000 gallon capacity diesel and gasoline fuel storage and distribution facility at Bartlett Cove, Glacier Bay National Park and Preserve, Alaska. The supplier/installer shall furnish and install, for a turnkey operation, a complete underground fuel storage and distribution facility consisting of double walled underground tanks meeting EPA secondary containment requirements at Bartlett Cove in Glacier Bay National Park and Preserve, Alaska (Bartlett Cove is located approx. 60 air miles west of Juneau, Alaska). This system shall provide for safe storage, handling, transfer, and distribution of #1 and #2 diesel and unleaded gasoline fuels for NPS and park concessioner use. The fuel storage facility shall consist of underground double walled tanks, suitable for storage of petroleum based fuels. The system shall include fuel storage tanks, liquid knockout/overflow tanks, tank truck fueling pad with fuel/water separator, leak detection, vapor control, fuel transfer pumps (for prime power generators), and fuel transfer/dispensing pumps (relocated from existing fuel facility). The system shall also include all piping, valves, valve vaults, fencing, equipment pads, pipe supports, conduit, wiring, controls, and all necessary appurtenances for a fully functioning fuel storage and distribution facility. The complete system shall comply with Alaska Department of Environmental Conservation (ADEC), Americam Petroleum Institute (API), Environmental Protection Agency (EPA), and National Fire Code (NFC) requirements and recommendations. The fuel storage and distribution facility shall be designed, installed, and started up by a single supplier/installer, who shall have a minimum of five years experience in the design, installation, and operation of fuel handlingfacilities in the capacity range of 100,000 to 250,000 gallons. The supplier/installer shall provide a one-year equipment warranty, a one-year performance warranty, and on-site operator training. The supplier/installer shall also submit complete design calculations, shop drawings, and operation/maintenance manuals as required for facility operations. Fuel storage and distribution system installation shall include engineering and design services; excavation; concrete formwork and placement; barging of materials and equipment to the jobsite; unloading, placement, anchoring, and backfilling for tanks; fuel transfer and distribution piping; installation and startup of all plant components and equipment; and final site grading. The temporary housing of all construction personnel shall be the responsibility of the supplier/installer. The estimated range of cost for construction is $1,000,000 to $2,000,000.
