R -- OVERSEAS ATTORNEY ADVISORS FOR WTO/GATT ACCESSION SERVICES SOL 52-SAAA-8-00099 POC Tim Brinkley, 202-482-2400 This is a modification to advertisements that appeared in the Economist, May 30 and June 6, 1998. The Commercial Law Development Program (CLDP) of the U.S. Department of Commerce (DOC) seeks experienced attorneys and economists to serve as advisors to Trade and Foreign Economic Relations Ministries of foreign governments. At this time, CLDP expects to place advisors in Russia and Moldova. Resident advisors will be stationed in the country of their assignment for one year with an option to extend for up to one additional year. Resident advisors will provide technical assistance to Russia and Moldova with respect to GATT/WTO and other trade policy issues, and will plan and coordinate related supplemental technical assistance and workshops to be conducted by CLDP. Candidates from both public and private sectors will be considered. Selected advisors, if not presently U.S. Government (USG) employees, will be awarded a firm-fixed price personal services contract. Salaries will be commensurate with those of USG officials with comparable responsibilities and are negotiable upon salary history and in accordance with USG regulations. The maximum base salary is GS15/10 (currently $101,142.00). "Salary" is considered to include the base salary, post allowance, and post differential. Medical insurance may be reimbursed up to a maximum of 80 percent. Respondents should have significant practical experience in GATT/WTO issues with an emphasis on accession and compliance, outstanding managerial and interpersonal skills, and knowledge of the political and economic conditions of the assigned country. Significant experience in public and private sector policy-oriented work and overseas experience are highly desirable. U.S. citizenship and a JD or Master's degree in economics or a related field are required. In order to be considered for these positions, applicants must have a minimum of three years of legal and/or economics experience in the area of GATT/WTO with an emphasis on accession or compliance. Respondents who do notmeet this minimum mandatory requirement will not be evaluated further. Respondents who meet the minimum requirement will be further evaluated on the following criteria: 1) the nature, quality, relevance and length of their GATT/WTO experience and expertise; 2) Applicant's teaching or public speaking experience and demonstrated ability to successfully plan, schedule, and manage conferences, symposia, and seminars; 3) Familiarity with the region's current economic and political conditions and knowledge of the local language; and 4) Experience in legal reform, transnational transactions, or technical assistance. Criterion 1 will account for 70% of the evaluation of the respondent's application. Criteria 2 through 4 are equal in importance. Highly ranked applicants will be contacted for interviews.
