intends to negotiate on a SOLE SOURCE basis with the National
Association of Social Workers, 750 First Street, NE, Washington, DC
20002-4241. This procurement shall be processed in accordance with the
Simplified Acquisition Procedures in Part 13 of the Federal
Acquisition Regulations. The purposes of this procurement are to
develop a document on National Guidelines for Health Care Professionals
on Families in Bereavement and to implement activities to assist in
meeting the Emergency Medical Services for Children (EMSC) 5-Year Plan
objectives. The contractor shall participate and report on EMSC
Partnership for Children meetings and report on dissemination
activities; develop two background briefing papers on 1. Emotional
Effects of Sudden Death of Children on Families and Health Care
Providers and 2. Family Centered Care Approaches of Families Following
Child Death; convene a panel of experts to develop national guidelines
on bereavement for families inthe emergency department; and prepare a
draft and final report and a journal article on National Guidelines for
Health Care Professionals on Families in Bereavement. The National
Association of Social Workers is deemed the only responsible source
capable of providing the required work and services. The period of
performance is twelve months. A Justification for Other than Full and
Open Competition is on file. The award shall be made using simplified
