The US EPA will solicit contractor support for technical assistance and support services connected with the implementation of the Public Water Systems Supervision (PWSS) Program. The required support services include such activities as: State primacy oversight; compliance information collection and analysis; mobilization/State capacity; training; enforcement; regulatory development; and direct program implementation. The contract will require superior levels of technical expertise in fields of Sciences, Systems Analysis, and Engineering. It is anticipated that this solicitation will result in the award of a Cost Plus Fixed Fee, Level of Effort contract and will have a base period of twelve months and two (2) twelve month option periods. The base period and each option period will consist of approximately 60,350 direct labor hours. Each contract period will have approximately 120,000 additional direct labor hours of option level of effort. The applicable SIC code is 8742 with a size standard of $5 million. Release of the Request for Proposal (RFP) PR-CI-98-10639 is anticipated for November of 1998.
