Roberts (919) 541-2344 This synopsis replaces the synopsis by the same
title posted 8/11/98. The U.S. Environmental Protection Agency (EPA)
intends to negotiate a sole source agreement with TRJ Environmental 713
Shadylawn Road, Chapel Hill, NC 27514. TRJ Environmental developed the
model and therefore, is uniquely qualified because of their knowledge
and demonstrated expertise with the HAPEM-MS3 model and previous
development of ME factors. The contractor shall perform the technical
tasks necessary to develop the appropriate ME factors to access
potential human exposure with the HAPEM-MS3 model from up to 40
hazardous air pollutants (HAPs). Specifically, the Vendor shall perform
the following tasks: Task 1, The Vendor shall submit a work plan
outlining their technical approach to the statement of work. Task 2.
The Vendor shall conduct a literature search of past and ongoing
efforts relating to indoor/outdoor concentration relationships for
HAPs. The search shall include a review of the ORD effort the National
Human Exposure Assessment Survey (NHEXAS). Task 3. Based upon the
information developed in Task 2, the Vendor shall develop appropriate
ME factors for up to 40 HAPs. The PM shall provide the Vendor with the
list of HAPs. Where possible the Vendor may group HAPs into
appropriate categories based upon the physical characteristics and
expected concentration gradient behavior of the chemical. Further the
Vendor shall make suggestions as to the number of ME locations
appropriate for each pollutant. In developing the factors the Vendor
shall address any known or potential indoor sources of the HAP as well
as the degree of uncertainty associated with each factor. The EPA
anticipates awarding a Simplified Acquisition for this requirement. All
responsible sources may respond by submitting a written narrative
statement of capability within 15 days of this notice to Clarence
Roberts at the above address for consideration by the Agency. Responses
must include detailed technical information and other technical
literature demonstrating the ability to meet these requirements.
Responses shall also include itemized pricing that is sufficient to
make a determination of what competition is feasible. If no affirmative
responses are received within 15 days of this notice to determine
whether a qualified source is more advantageous to the government, an
order will be placed with TRJ Environmental. Submit response to the
